La Torre is the place with a view. Located atop the 36-storey Focsa building, which is a colossus of modernist architecture, the idea is to provide French-Cuban haute cuisine, a fine dining experience on the top of the world, or at least as high as you can legally get in Havana!
The food is expensive (CUC 30 for the main courses) but has a pretty good French reach from artichokes to foie gras to almond tart, which almost makes it worth it. This is the sort of place that visitors to Havana should come to once, relax, pay the money and enjoy. There is a bar next door which offers the same view but having come this far it is nice to sit down in Cuban luxury and have a decent meal as well.
The service is excellent and most importantly the elevator works very well. This is not the place to get stuck in a blackout!
